I cannot stress this enough, it's probably a holdover from its free-to-play roots. Mechanically it is a deceptive carrot-on-a-stick. For enjoyment some of the DLC feel pretty "mandatory" though. In my experience this makes the initial few hours feel like you make basically no progress because if you don't shoot anything you don't get anything. Your loadout is very limited and you are missing core skills until you level for quite a while.
